Rules:
The game begins with the opening of a manila envelope.
Inside is your code name and a list of your contacts. For each
  contact there is a corresponding time slot and code word.
In order to complete an exchange you must meet a contact within
  the corresponding time slot, and provide the code word. In return
  you receive a card marking the completion.
The twist is that often another player will be trying to make the
  same exchange as you, using the same code word and within the
  same time slot.
If one of these two players spots the other making the exchange,
  they are allowed to chase and attempt to catch (tag) the player.
  If they are successful, they can force the other player to relinquish
  the card they just gained by providing knowledge of the code word
  used in the exchange. Of course this does not happen if the first
  player manages to escape without being tagged.
Once a card has passed hands this way, it remains permanently
  with its new owner.
The process of chasing and catching may only occur once the
  player has left the vicinity of the contact.
If no one completes the exchange within the time limit, the chance
  is lost and no one gets the card.
The winner is the player who makes it back to HQ with the most
  cards at the end of the game.
Travel is restricted to your feet and public transport.
  (No cars, taxis, bicycles, etc.)
